The Standing Joint committee (for minutes, see 1/6/1-13) dealt with police matters up to 1965. Then, under the terms of the 1964 Police Act, a Police committee of the County Council was set up, with magistrates forming one-third of the membership.

The Municipal Corporations Act 1835 permitted boroughs to establish police forces. Derby Borough was one of the first to do, setting up a force in 1836. It was under the control of the Watch Committee, who appointed policemen and supervised their organisation
