| Administrative History | The Local Government Finance Act of 1988 abolished the rating system of taxation, replacing it with the controversial Community Charge, or poll tax. In April 1990, the Secretary of State for the Environment used his powers under the legislation to cap the proposed 1990-1991 budgets of 21 local authorities, including Derbyshire's Labour-led county council. Derbyshire, along with 18 of the other authorities, applied for judicial review of the decision, but the Court of Appeal ruled, in June of that year, that the Secretary of State had not exceeded his powers or acted unfairly. |
