DescriptionCharles James Fox holds Dundas on his back while Whitbread beats him with a scourge labelled 'Whitbreads Intire'. Dundas protests:
"What the Deel are you at mon - I only made use of a few sugar plumbs".
A frightened-looking William Pitt cries: "I'm afraid it is what we must all come to!!," whilst Speaker Abbot, with a switch labelled 'casting Vote 'on the table before him, adds:
"That's right usher. - Spare the rod, you spoil the child". Available on CD 158.

Further InformationIn 1805 Trotter, the Paymaster of the Navy, was examined by the five commissioners of the Naval Enquiry. The 'Tenth Report' published in March 1805 revealed that Trotter had deposited public money in his account at Coutt's. Henry Dundas, 1st Viscount Melville (1742-1811) as treasurer of the Navy was found to have shielded him, borrowed money from him and directed naval money to other public services.

On the 8 April, Samuel Whitbread brought the contents of the report before parliament and moved 11 resolutions severely condemning Dundas, added to by an attack by Fox. The vote on the motions was split evenly 216 all, and the Speaker gave the deciding vote against Dundas, who resigned 2 days later.
