DescriptionPapers relate particularly to a scheme devised by the Duke & Duchess of Devonshire whereby the Territorial Force Association, of which Colonel Herbert Brooke-Taylor was Honorary Secretary, was requested to take over the organisation of the British Red Cross Society (BRCS) in Derbyshire for preparation in the eventuality of war. Each town and village in the county had a leader and committee of helpers, linked in each Petty Sessional area under a Vice-President. The Vice-Presidents formed a County Committee under the Duchess of Devonshire. By the time that war broke out in 1914, 260 committees and 16,000 workers had enrolled. Colonel Brooke-Taylor took a leading role in the organisation of the scheme, the responsibility passing to Mr. C. H. Armitage when he was mobilised as Recruiting Officer for the county.
