Between c1812-1820 he was the Private Secretary of Henry Temple, Viscount Palmerston, when he was Secretary of War. Elliott later held the position of Secretary to the Board of General Officers (War Office). He was a good freind of Eleanor Anne Porden, first wife of explorer John Franklin, and a member of her Attic Circle: it was believed by many that he may have been closer to Eleanor at one time than just a good friend; before she married John Franklin, she ensured that Franklin knew about the platonic nature of her relationship with Elliott in case any reports of a more intimate relationship came to his attention. Elliott had a brother Edward and a sister Sarah.
