Further Information
In 1805 Trotter, the Paymaster of the Navy, was examined by the five commissioners of the Naval Enquiry. The 'Tenth Report' published in March 1805 revealed that Trotter had deposited public money in his account at Coutt's. Henry Dundas, 1st Viscount Melville (1742-1811) as treasurer of the Navy was found to have shielded him, borrowed money from him and directed naval money to other public services.
On the 8 April, Samuel Whitbread brought the contents of the report before parliament and moved 11 resolutions severely condemning Dundas, added to by an attack by Fox. The vote on the motions was split evenly 216 all, and the Speaker gave the deciding vote against Dundas, who resigned 2 days later.
