Title
P.L.G. to Earl Grey: has read his speech;
thinks it good;
is sure that he must weigh his words;
important that the right view with regards native labour is put across;
quite convinced of the need for the English to educate the native and to force him to work, for his moral good, just as there is a need for compulsory education in England;
is sure that the Govt. and the Native Commissioners are the best people to execute this policy.
