| Title | Administrator, Salisbury, to British South Africa Company: shocked by the board's cable re Clarke's allegations; they have just completed reorganisation of labour recruitment whereby the independent labour agency system is abolished & replaced by the Native Commissioners acting as recruitment agents and distributors of labour; at no time has Clarke registered his dissent from this scheme; enclosed a letter to Chief Native Commissioner, Bulawayo, from Rhodesian Chamber of Mines calling on him to undertake the function of distribution of labour. |
