Chamberlain [Colonial Secretary]: detailed letter outlining his conception of the position and status of proposed Protector of Immigrants; recognises need for such an official with the move to import Asiatics from Aden well under way (thanks to C.O. and Ld. Curzon), but doubts whether he should be a Crown appointed officer independent of the Resident Commr. suggests that the Resident Commr. should take on the function of representing the Crown on these particular matters. Also outlines his views of the immediate future of Rhodesia; impossible for it to be either a Crown colony or self-governing; therefore need to strengthen the British South Africa Company's internal powers; Milner also thinks this. Letter endorsed "Private & Confidential". Dated 31 Aug.
