Title
Malcom Laing to William Philp Perrin: the ship masters have raised their freightage on sugar and rum; "we are in the greatest distress throughout the whole island. Martial law has been in force for some time - no protection or advice from England-our frigates taken by the French who have declared war a month ago in their islands, and we dreading an invasion from them and the Americans - our taxes heavier then ever they were known to be, and next year £200,000 must be laid on the inhabitants to defray the expenses incurred from Marshall Law and building of useless fortifications ..."; currency and shipping are both in short supply.
