The Medical Examining Officer noted Thorpe's cough but suggested this was possibly caused by cigarette smoke, and he also noted that Thorpe was a 'little anaemic'. The Insurance Offcier cited the Medical Examining Officer's evidence in his submission to the tribunal, adding that the latter had considered Thorpe 'not incapable of work'.
