Sir Shenton Thomas was Governor of the Straits Settlements from 1934 until 1946 and resided in Singapore. During the Japanese occupation, 1942-1945 he was a prisoner of war. This invitation appears to pre-date the period that Eric Walton spent in Singapore, so may have belonged to someone else.
