Title
Milner, Johannesburg, to P.L.G.: now that Rhodes has died, feels strongly that Southern Rhodesia should be brought within South African system and N.E. Rhodesia and N.W. Rhodesia left to the British South Africa Company to develop;
causes of conflict between British South Africa Company and C.O.;
unable to take initiative himself, that must come from the Company;
need for the Company to strengthen the Board, Goldie the best man at present;
compares native labour policies in South Africa and Southern Rhodesia.
