112 - The Times: cutting of letter to the Ed. from "A shareholder in the Chartered Company" [P.L.G.], 30 Aug, refuting accusations made by Fox Bourne in The Times of Aug 26.
113 - P.L.G. to J. Chamberlain [Colonial Secretary]: detailed letter outlining his conception of the position and status of proposed Protector of Immigrants; recognises need for such an official with the move to import Asiatics from Aden well under way (thanks to C.O. and Ld. Curzon), but doubts whether he should be a Crown appointed officer independent of the Resident Commr. suggests that the Resident Commr. should take on the function of representing the Crown on these particular matters. Also outlines his views of the immediate future of Rhodesia; impossible for it to be either a Crown colony or self-governing; therefore need to strengthen the British South Africa Company's internal powers; Milner also thinks this. Letter endorsed "Private & Confidential". Dated 31 Aug.
114 - Archdeacon J. Hay Upcher to P.L.G.: forwards a letter to him from A.D. Owen, Enkeldoorn, dated Jul 29, reporting mistreatment of natives by Boer farmers in the Enkeldoorn district. [Note from Upcher to P.L.G. is endorsed on letter from Owen.] - [1901, Sep]
115 - P.L.G. to Archdeacon Upcher: thanks for enclosed; lengthy comments on it; outlines the Company's success in enforcing proper treatment of natives at the mines; criticises Owen for the way he went about making official complaint. - 1901, Sep 9

Owen as a warning of what he will be up against when he takes up appointment as Commandant of British South Africa Police.; his support of idea of native land held on military or labour tenure; problems inherent in Rhodesian situation with profound antipathy to C.O. interference; need for British South Africa Police. to be on good terms with Native Commissioners; problems arising out of the British South Africa Police. being Imperial officers and the Native Commissioners being Company men. - 1901 Sep 10

Salisbury] in which allegations of misconduct of Native Commissioners with regard to recruitment of native labour are made; demand by C.O. that such conduct ceases and labour recruitment be taken entirely cut of the hands of the Native Commissioners whose task is only that of supervising the conduct of independent labour agents; drafts of cable to Administrator, Salisbury, asking for his comments, and of reply to C.O. complaining of the delay in transmission of these reports and refuting their contentions. - 1901 Oct 3-11

127 - Administrator, Salisbury, to British South Africa Company: shocked by the board's cable re Clarke's allegations; they have just completed reorganisation of labour recruitment whereby the independent labour agency system is abolished & replaced by the Native Commissioners acting as recruitment agents and distributors of labour; at no time has Clarke registered his dissent from this scheme; enclosed a letter to Chief Native Commissioner, Bulawayo, from Rhodesian Chamber of Mines calling on him to undertake the function of distribution of labour. - 1901 Oct 24
