Northern Eastern Rhodesia &
Northern Western Rhodesia were constituted as independent territories in Orders in Council of 1899. In that year the seat of the administration of Northern Eastern Rhodesia was moved from Blantyre to Fort Jameson. The two territories were again united in 1911 to form Northern Rhodesia The constitutional position of Northern Eastern Rhodesia &
Northern Western Rhodesia was very different from that of Southern Rhodesia and the administrations were considerably independent of each other. This situation changed only in 1921 when Drummond Chaplin was appointed Administrator of Northern Rhodesia as well as of Southern Rhodesia
