History
Local Boards of Health were first set up in 1848 to administer services which related to public health in populated areas not covered by Borough Councils. Fairfield Local Board of Health was established in 1858. It became an urban sanitary authority under the 1872 Public Health Act. Urban Sanitary Authorities became Urban District Councils under the Local Government Act, 1894.
