DescriptionClay Cross UDC to all tenants re resolution not to implement the provisions of the Housing Finance Act 1972. Grounds given are:
1. That the councillors have a moral obligation to keep election pledges not to carry out any measures such as those contained in the Act.

2. That keeping rents down will limit the effects of inflation.

3-4. That the means-tested rebate system will not be effective because people will be reluctant to apply.

5. That revenue raised from "average income" council tenants would be spent on "subsidies to speculators and tax relief on mortgage interest".

6. The local unemployment rate is approximately 18%.

7. The councillors are supported by trade unions and tenants' associations.

8. The Secretary of State for the Environment has previously been informed of the council's intentions, so liability ensuing from a surcharge is the responsibility of the Secretary of State.

9. The council appeals to the Secretary of State to excuse the council from implemention of the Act; there are recent precedents to allow this.
