During the period in which Gibson was not working he had been on 'full compensation' for his dermatitis. After many years of submitting medical certificates Gibson was, in September 1952, referred to a Ministry of Health Examining Medical Officer who reported, 'He has a mild dermatitis of his hands but no other disability. He should be able to do limited work.' The Insurance Officer's submission to the tribunal was based on this conclusion and was accepted by the tribunal, which disallowed the appeal.
