Title
Marquis Curzon of Kedleston, Viceregal Lodge, Simla, India, to P.L.G.: does not think that emigration of Indian coolies to Rhodesia would help them in their present state of famine, esp. as those parts most hit by famine are not good sources of labour; is not opposed to Indian emigration per se as long as the migrant is given a strict contract and their treatment in the host country is better than it was in either Transvaal or Natal.
