Further information: This is a late claim for Retirement Pension that was disallowed 'because the claimant failed to make a claim within the time limit and has not proved that there was good cause […]' The claimant's grounds of appeal state 'I wish to make an enquiry and appeal as to why I cannot be paid my retirement pensions from my 70th birthday instead of from 6.10.58 I am no scholar and did not my right age.' According to the Summary of facts on the Tribunal referral the claimant reached the age of 65 on 8 March 1953. He was sent a letter on 11 February 1953 explaining he could claim a full pension either when he retired or reached the age of 70 and a form was enclosed. No claim had been received by 30 January 1958 and further claim forms sent but not returned. On 28 December 1958 he claimed sickness benefit but was not entitled as he was 70, and invited to claim for a pension. The claim was made on 5 January 1959. His reason for not claiming earlier was 'I thought that if I did I would have to stop work.' A handwritten note states '70 years of age mental faculty not 100%.' A hearing was arranged for 22 May 1959 and then 5 June 1959. A further handwritten note states 'Can only write read very little.' The tribunal found against the claimant on 5 June 1959 on the grounds 'that there is no good cause for late claim' and 'Claimant took no steps whatsoever to find out his rights or have the notices from Local Office read to him.' The chairman's evidence records 'Claimant now 71. Can read little. Can only write his own name. In lodgings. Notices gone unread. Nobody from whom to ask advise. Was ill for 5 months period up to Xmas 1958. Would have continued working but for this.'
