Administrative History
Boarding-out of orphan or deserted pauper children was first regulated by orders of the Local Government Board in 1889 - whether this took place within or outside the Union. Subsequent orders were also issued. Belper Union set up a Children's committee in 1904 and subsequently proposed the use of cottage homes to deal with the children from the workhouse.
