When Cavendish was appointed Viceroy of Ireland in 1737, Wilmot become his Resident Secretary in England, a post he held until the year of his death. During this period, he acted in the same capacity to twelve successive Viceroys. In addition, Wilmot inherited a number of files which pre-dated his own time and. after 1737, virtually all Irish government business passed through his hands. His counterpart at Dublin Castle from 1746 onwards, Thomas Waite, was a frequent and often very frank correspondent in his private letters to Wilmot. From 1758, Wilmot also acted as deputy to Lord Hertford, Lord Chamberlain to the Royal Household.
