Further information: This case is a backdated claim for Retirement Pension.  Owing to being unable to read or write, the claimant failed to claim his Retirement Pension.  He claimed sickness benefit on 4 November 1955 and leaflets were sent to him throughout November and December 1955.  It was not until December 1958 that the claimant submitted a late claim, which was disallowed. In the claimant's grounds of appeal dated 27 January 1959, he states 'Owing to my lack of education only being able to sign my name, not being able to read (only very little) and not understanding my position of claiming my pension when due to my age I hereby appeal for payment of arrears back date to my 70th birthday. Hoping you will consider it in my favour owing to my unfortunate lack of schooling.' The appeal was turned down on 19 February 1959.</dc:description>
